EXPLANATORY NOTES ON THE PROVISIONAL AGENDA


Item 1 Adoption of the Provisional Agenda (CX/PFV 04/22/1): The Committee will be invited to adopt the Provisional Agenda as its Agenda for the Session.
Item 2 Matters Referred/of Interest to the Committee arising from the Codex Alimentarius Commission and Other Codex Committees and Task Forces (CX/PFV 04/22/2): Matters referred/of interest to the Committee arising from the 26th and 27th Sessions of the Codex Alimentarius Commission and other relevant Codex Committees and Task Forces are summarized in the working paper. 
Item 3 Consideration of draft Codex Standards at Step 7
3(a) Draft Codex Standard for Pickled Products (CX/PFV 04/22/3): The 21st Session of the Codex Committee on Processed Fruits and Vegetables could not come to an agreement on the type of commodities covered by the Standard. Therefore, it decided that a drafting group led by the Philippines would revise the text in its entirety taking into account the comments made at the present Session and the written comments submitted. The revised draft Standard would be then circulated for comments at Step 6 and further consideration at the 22nd Session of the Committee. 

The draft Codex Standard for Pickled Products is being circulated for comments at Step 6 under CX/PFV 04/22/3. Comments submitted at Step 6 are contained in working document CX/PFV 04/22/3-Add.1

The 21st Session of the Codex Committee on Processed Fruits and Vegetables agreed that it was not possible to review in detail the above proposed draft Standards at its current Session. In view of this, it decided to return them to Step 2 for redrafting, circulation for comments at Step 3 and consideration at its next Session. 

In taking this decision, the Committee agreed to set up drafting groups under the direction of Italy (processed tomato concentrates and canned tomatoes), France (canned vegetables including packing media for canned vegetables), United Kingdom (jams, jellies and marmalades), Japan and Korea (soy sauce), and the United States of America (canned citrus fruits) to revise the proposed draft Standards for timely circulation, comments at Step 3 and consideration at the 22nd Session of the CCPFV. The Committee emphasized that written comments submitted at the current Session should be considered by the drafting groups when redrafting the Standards. 

On the basis of the Criteria for the Establishment of Work Priorities, the Committee decided to assign the above order of priority for the consideration of the proposed draft Standards at its next Session. 

The proposed draft Standards are being circulated for comments at Step 3 under CX/PFV 04/22/4, 5, 6, 7, 8 and 9. Comments submitted at Step 3 are contained in the Addenda 1 to the aforesaid documents. 

Item 5 Proposals for Amendments to the Priority List for the Standardization of Processed Fruits and Vegetables (ALINORM 03/27-Appendix VII): The Committee may propose the removal and/or inclusion of new products for future work taking into account the Criteria for the Establishment of Work Priorities (Codex Procedural Manual, 13th Edition, pages 68-69) and the decision taken at the 26th Session of the Codex Alimentarius Commission as regards proposal to undertake work namely: "each major standard or revision of a major standard approved for development should have a small project document on purposes of the standard, why it is important, the main aspects to be covered and the time-line envisaged for the work...". The new work undertaken shall be approved by the Codex Alimentarius Commission or its Executive Committee. 

Proposals for amendments to the Priority List for the Standardization of Processed Fruits and Vegetables have been requested under CL 2002/48-PFV. Comments submitted in reply to this CL are contained in working paper CX/PFV 04/22/10.

Item 6 Other Business: In accordance with Rule VI.5 of the Rules of Procedure of the Codex Alimentarius Commission (Codex Procedural Manual, 13th Edition, page. 11) "... any Member of the Commission may propose the inclusion of specific items in the Agenda with respect to matters of an urgent nature...". 
(a) Methods of Analysis and Sampling for Processed Fruits and Vegetables (CX/PFV 04/22/11): The 21st Session of the Codex Committee on Processed Fruits and Vegetables forwarded methods of analysis for processed fruits and vegetables to the 24th Session of the Codex Committee on Methods of Analysis and Sampling for endorsement. The CCMAS endorsed some methods of analysis while requesting clarification on others. 

In addition, the Committee shall decide upon those methods of analysis and sampling proposed in the Standards under consideration with a view to forwarding them to the next Session of CCMAS for endorsement and/or revocation of old methods of analysis for the products being discussed if required. 

Item 7 Date and Place of the Next Session: The Committee will be advised of the tentative dates of the next Session. 
Item 8 Adoption of the Report: The Committee shall adopt the report of its 22nd Session, based on a draft provided by the Codex Secretariat.
