Item 1 - Adoption of the Agenda(CX/MMP 04/6/1)
The Committee will be invited to adopt the Provisional Agenda as the Agenda for the Session.
Item 2 – Matters referred and/or of interest to the Committee arising from the Codex Alimentarius Commission and other Codex Committees (CX/MMP 04/6/2)
The document is an information paper prepared by the Codex Secretariat concerning matters referred and/or of interest arising from the 26th Session of the Codex Alimentarius Commission (Rome, Italy, 30 June – 7 July 2003) and other relevant Codex Committees are summarized in the working paper.
Item 3 – Consideration of Draft Codex Standards and Related Texts at Step 7
The 5th CCMMP agreed to forward the proposed draft Amendment to the Codex General Standard for Cheese (Section 3.3) to the 50th Session of the Executive Committee for preliminary adoption at Step 5. The 50th Session of the Executive Committee adopted the above text at Step 5 and advanced it to Step 6 for circulation, comments and consideration at the 6th Session of the Codex Committee on Milk and Milk Products (ALINORM 03/3A, para. 71 and Appendix II).
The draft Amendments to Section 3.3 "Composition" of the Codex general Standard for Cheese is being circulated for comments at Step 6 under CL 2002/30-MMP, Part A. Comments submitted at Step 6 are summarised in working paper CX/MMP 04/6/3.
Item 4 - Consideration of Proposed Draft Codex Standards and Related Texts at Step 4
4 (a) - Proposed Draft Standard for [Sweetened Condensed Milk with Vegetable Fat / Blend of Sweetened Condensed Milk with Vegetable Fat]; Proposed Draft Standard for [Evaporated Skimmed Milk with Vegetable Fat / Blend of Evaporated Skimmed Milk with Vegetable Fat]; Proposed Draft Standard for [Skimmed Milk Powder Milk with Vegetable Fat / Blend of Skimmed Milk Powder with Vegetable Fat] - (ALINORM 03/11, Appendices VIII, IX, X)
The 5th CCMMP forwarded the proposed draft Standards for Sweetened Condensed Milk with Vegetable Fat / Blend of Sweetened Condensed Milk with Vegetable Fat; Evaporated Skimmed Milk with Vegetable Fat / Blend of Evaporated Skimmed Milk with Vegetable Fat; and Skimmed Milk Powder Milk with Vegetable Fat / Blend of Skimmed Milk Powder with Vegetable Fat to the 50th Session of the Executive Committee for preliminary adoption at Step 5. The Committee agreed that subsequent to the adoption of the Executive Committee at Step 5, a drafting group led by Malaysia would prepare revised versions of the proposed draft standards on the basis of the discussion at the session, written comments submitted at the current meeting and comments to be submitted at Step 6. The revised texts would be circulated for consideration by the next 6th Session of the CCMMP (ALINORM 03/11, paras. 111-112).
The 50th Session of the Executive Committee noted that the 5th CCMMP had submitted the above standards for adoption at Step 5 and that subsequent to this adoption a drafting group of the Committee would significantly revise the Standards on the basis of comments submitted at Step 6. In consideration that proposed draft standards submitted at Step 5 should be in advanced form of elaboration and that extensive redrafting should be avoided as much as possible after adoption at Step 5, the Executive Committee returned the proposed draft Standards to Step 3 (ALINORM 03/3A, para. 74 and Appendix II).
The proposed draft standards were circulated for additional comments at Step 3 under CL 2002/30-MMP, Part B. Comments submitted at Step 3 are summarized in working paper CX/MMP 04/6/4.
4 (b) - Proposed Draft Revised Standards for Individual Cheeses (CX/MMP 04/6/5)
The 5th CCMMP agreed that IDF would revise the proposed draft standards for individual cheese varieties on the basis of its discussion, written comments submitted at the meeting and the "Guidance for Inclusion of Details in Codex Standards for Individual Cheese Varieties" for circulation, comments at Step 3 and further consideration at the 6th CCMMP (ALINORM 03/11, para. 96).
The proposed draft revised standards are being circulated for comments at Step 3 under CX/MMP 04/6/5. Comments submitted at Step 3 are summarised in working paper CX/MMP 04/6/5-Add.1.
4 (c) - Proposed Draft Revised Standard for Dairy Spreads (CX/MMP 04/6/6)
The 5th CCMMP agreed to return the proposed draft revised standard for Dairy Spread to Step 2 for revision by a drafting group led by the European Commission, for circulation, comments at Step 3 and further consideration by the 6th CCMMP (ALINORM 03/11, para. 99).
The proposed draft revised standard is circulated for comments at Step 3 under CX/MMP 04/6/6. Comments submitted at Step 3 are summarised in working paper CX/MMP 04/6/6- Add.1.
4 (d) - Proposed Draft Standard for Processed Cheese (CX/MMP 04/6/7)
The 5th CCMMP agreed that a drafting group led by the IDF would prepare a proposed draft Standard for Processed Cheese (excluding processed cheese products and preparations) by using definitions that will specify ingredients and processing techniques, with consideration given to the inclusion of some supplementary compositional criteria and with labelling provisions for cheese content for consumer information. The Committee agreed that a minimum cheese content should not be specified in the standard. The Committee agreed to circulate the proposed draft standard for comments at Step 3 and further discussion at the 6th CCMMP (ALINORM 03/11, paras. 102-103).
The 50th Session of the Executive Committee approved the elaboration of a proposed draft Standard for Processed Cheese as new work for the Committee (ALINORM 03/3A para. 64 and Appendix III).
The proposed draft standard is being circulated for comments at Step 3 under CX/MMP 04/6/7. Comments submitted at Step 3 are summarized in document in working paper CX/MMP 04/6/7-Add.1.
4 (e) - Proposed Draft Revised Standard for Whey Cheeses (ALINORM 03/11 -Appendix XII)
The 5th CCMMP agreed to circulate the proposed draft revised Standard for Whey Cheeses for comments at Step 3 and further consideration at the 6th CCMMP (ALINORM 03/11, para. 130).
The 50th Session of the Executive Committee approved the revision of the Codex Standard for Whey Cheeses as new work for the Committee (ALINORM 03/3A para . 64 and Appendix III).
The proposed draft revised Standard for Whey Cheeses was circulated for comments at Step 3 under CL 2002/11-MMP, Part C. Comments submitted at Step 3 are summarised in working paper CX/MMP 04/6/8.
4 (f) - Proposed Draft Model Export Certificate for Milk and Milk Products (CX/MMP 04/6/9)
The 5th CCMMP agreed to the elaboration of a proposed draft Model Export Certificate for Milk and Milk Products and requested that a drafting group led by Switzerland elaborate the proposed draft certificate for circulation, comments at Step 3 and further consideration at the 6th CCMMP (ALINORM 03/11, para. 121).
The 50th Session of the Executive Committee approved the elaboration of the proposed draft Model Export Certificate for Milk and Milk Products as new work for the Committee (ALINORM 03/3A para. 64 and Appendix III).
The proposed draft Model Export Certificate for Milk Products is being circulated for comments at Step 3 under CX/MMP 04/6/9. Comments submitted at Step 3 are summarised in working paper CX/MMP 04/6/9-Add.1.
Item 5 - Specific Food Additives Listing for the Draft Revised Standard for Fermented Milk Products (CX/MMP 04/6/10)
The 5th CCMMP decided that a drafting group under the direction of Australia would review and finalize the specific food additive listings and their corresponding maximum use levels of the Draft Revised Standard for Fermented Milk Products for circulation, additional comments and further consideration at the 6th CCMMP (ALINORM 03/11, para. 55).
The specific food additive listings for the Draft Revised Standard for Fermented Milk Products is being circulated for comments under CX/MMP 04/6/10. Comments submitted are summarized in working paper CX/MMP 04/6/10-Add.1.
Item 6 - Proposals for a new Standard for Parmesan (CX/MMP 00/18-Add.1)
The 5th CCMMP postponed the consideration of a proposal for the elaboration of a Standard for Parmesan, as contained in working document CX/MMP 00/18-Add.1, until its next meeting (ALINORM 03/11, para. 126).
Item 7 - Discussion Paper on the Elaboration of an Annex to the Codex General Standard for Cheese (CX/MMP 04/6/11)
The 5th CCMMP requested the IDF to prepare a discussion paper, in collaboration with France, on the possible elaboration of an Annex to the Codex General Standard for Cheese (CODEX STAN A-6) to encompass principles and provisions as necessary for the naming and labelling of cheese descriptions. It was requested that the discussion paper adequately address the Codex Criteria for the Establishment of Work priorities and the terms of reference of the CCMMP (ALINORM 03/11, para. 129).
The discussion paper on the Elaboration of an Annex to the Codex General Standard for Cheese is being circulated under working paper CX/MMP 04/6/11.
Item 8 - Other Business and Future Work
In accordance with Rule V.5 of the Rules of Procedure, any Member of the Commission may propose the inclusion of specific items of an urgent matter. The Committee may propose to undertake new work which shall be in compliance with the Medium Term Objectives, the Criteria for the Establishment of Work Priorities and subject to the approval by the Commission or its Executive Committee.
8 (a) - Methods of Analysis and Sampling for Milk and Milk Products (CX/MMP 04/6/12)
The 5th CCMMP agreed to request comments for additional methods of analysis and sampling for milk and milk products by circular letter and to discuss the proposals submitted at its 6th session (ALINORM 03/11, para. 116).
Comments for additional methods of analysis and sampling for milk and milk products were requested under CL 2002/11-MMP, Part C. Comments submitted are summarized in working paper CX/MMP 04/6/12
8 (b) - Discussion Paper on a Proposed Revision of the Codex Standard for Extra Hard Grating Cheese (CODEX STAN C-35-1978) (CX/MMP 04/6/13)
The paper has been added to the provisional agenda at the request of the Italian Government.
Item 9 - Date and Place of the Next Session
The Chairperson will propose, on behalf of the host country, the tentative date and place of the next meeting.
Agenda Item 10 - Adoption of the Report
The Committee shall adopt a report of its 6th Session based on a draft provided by the Secretariat.
