NOTES ON THE PROVISIONAL AGENDA

Agenda Item 1 – Adoption of the Agenda (CX/FICS 02/1): The Committee will be invited to adopt the Provisional Agenda as the Agenda for the Session.
Agenda Item 2 – Matters Referred from the Codex Alimentarius Commission and Other Codex Committees (CX/FICS 02/2): The document is an information paper prepared by the Codex Secretariat concerning matters referred and/or of interest from the Codex Alimentarius Commission and other Codex Committees.
Agenda Item 3 – Draft Guidelines for Food Import Control Systems (ALINORM 01/30A, Appendix IV): The 9th CCFICS forwarded the proposed draft Guidelines for Food Import Control Systems to the 24th Session of the Codex Alimentarius Commission for adoption at Step 5. The Committee further agreed that a drafting group under the direction of Australia would immediately revise the Guidelines after adoption by the Commission on the basis of discussions and written coments submitted during the 9th CCFICS and written comments to be submitted at Step 6 (ALINORM 01/30A, paras. 55-56).
The 24th Session (July 2001) of the Codex Alimentarius Commission was unable to complete its review of Proposed Draft Standards submitted to it for consideration at Step 5. It requested the Directors-General to convene an extraordinary session of the Executive Committee at an early date to consider these matters on its behalf, so that progress at the Committee level would not be impeded (ALINORM 01/41, para. 216).
The extraordinary 49th Session of the Executive Committee of the Codex Alimentarius Commission (September 2001) adopted the proposed draft Guidelines for Food Import Control Systems at Step 5 (ALINORM 03/3, Appendix II). Comments submitted at Step 6 in response to CL 2001/25-FICS are presented in document CX/FICS 02/3.
Agenda Item 4 – Draft Guidelines on the Judgement of Equivalence of Sanitary Measures Associated with Food Inspection and Certification Systems (ALINORM 01/30A, Appendix III): The 9th CCFICS advanced the proposed draft Guidelines on the Judgement of Equivalence of Sanitary Measures Associated with Food Inspection and Certification Systems to the 24th Session of the Codex Alimentarius Commission for adoption at Steps 5 and 8, with the omission of Steps 6 and 7 (ALINORM 01/30A, para. 89).
The Commission adopted the Guidelines at Step 5 only so that they could be further considered by the CCFICS (ALINORM 01/41, para. 187). Comments submitted at Step 6 in response to CL 2001/25-FICS are presented in document CX/FICS 02/4.
Agenda Item 5 – Proposed Draft Guidelines on the Judgement of Equivalence of Technical Regulations Associated with Food Inspection and Certification Systems (CX/FICS 02/5): The 9th CCFICS requested a drafting group led by Australia to prepare a revised text on the basis of oral and written comments presented at the meeting for circulation and comment at Step 3 and further consideration at its next Session (ALINORM 01/30A, para. 99). Comments submitted at Step 3 in response to CX/FICS 02/5 are presented in document CX/FICS 02/5-Add 1.
Agenda Item 6 – Proposed Draft Guidelines for the Utilization and Promotion of Quality Assurance Systems to Meet Requirements in Relation to Food (CX/FICS 02/6): The 9th CCFICS requested a drafting group under the direction of Australia to prepare a revised version of the Guidelines for circulation and comment at Step 3 prior to its next Session (ALINORM 01/30A, paras. 68-69). Comments submitted at Step 3 in response to CX/FICS 02/6 are presented in document CX/FICS 02/6-Add. 1.
Agenda Item 7 – Proposed Draft Revision to the Codex Guidelines for the Exchange of Information in Food Control Emergency Situations (CX/FICS 02/7): The 9th CCFICS requested a drafting group under the direction of Australia to draft a revision of the Codex Guidelines for the Exchange of Information in Food Control Emergency Situations (CAC/GL 19-1995) for consideration at its next Session to include elements related to generic guidance and/or specific food emergency control plans on the basis of the Committee’s discussions and written comment submitted. It was understood that the revision of the current Guidelines would be subject as approval as new work by the 24th Session of the Commission (ALINORM 01/30A, para. 105).
The 24th Session (July 2001) of the Codex Alimentarius Commission was unable to complete its review of proposals for the elaboration of new standards and related texts. It requested the Directors-General to convene an extraordinary session of the Executive Committee at an early date to consider these matters on its behalf, so that progress at the Committee level would not be impeded (ALINORM 01/41, para. 216).
The extraordinary 49th Session of the Executive Committee of the Codex Alimentarius Commission (September 2001) approved the revision to the Codex Guidelines for the Exchange of Information in Food Control Emergency Situations (CAC/GL 19-1995) as new work (ALINORM 03/3, Appendix III). Agenda Item 8 – Other Business and Future Work: Other business and proposals for future work will be considered.
Agenda Item 9 – Date and Place of Next Session: The Chairperson will propose the tentative date and place of the next meeting, subject to discussions by the Codex and Australian Secretariats.
Agenda Item 10 – Adoption of the Report: the Committee shall adopt a report of its 10th Session based on a draft provided by the Secretariat.
