Item 1 Adoption of the Provisional Agenda (CX/FFV 03/1)

The Committee will be invited to adopt the Provisional Agenda as its Agenda for the Session.

Matters of Interest to the Committee arising from the Codex Alimentarius Commission and other Codex Committees (CX/FFV 03/2)

Matters of interest arising from the 26th Session of the Codex Alimentarius Commission (Rome, Italy, 30 June – 7 July 2003) and other relevant Codex Committees are summarized in the working paper.

Matters of Interest related to the Standardization of Fresh Fruits and Vegetables arising from other International Organizations (CX/FFV 03/3)

Matters of interest arising from Sessions of the UN/ECE Specialized Section on Coordination of Standardization of Fresh Fruits and Vegetables and Sessions of the Working Party on Standardization of Perishable Produce and Quality Development as well as the OECD Scheme for the Application of International Standards for Fruits and Vegetables are summarized in the working paper.

The UN/ECE standards for the above-mentioned produce are being circulated by the Codex Secretariat as directed by the 43rd Session of the Executive Committee, namely: "The Executive Committee requested that relevant UN/ECE Standards be distributed as working documents for the Codex Committee on Fresh Fruits and Vegetables when like products were being considered" (ALINORM 97/3, para. 15).
 
Consideration of 
Draft Codex Standards at Step 7

Item 3(a)
Draft Codex Standard for Oranges (ALINORM 03/35-App. V)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables discontinued the consideration of and deleted the Guide for Use in Scoring Freezing Injury from the title and Annex to the Standard. 

The Committee, while recognizing the importance of ongoing work related to the elaboration of maturity requirements (Section 2.1.1) applicable to all oranges as an integral part of the Standard, decided not to advance the draft Codex Standard for Oranges to Step 8.

However, in recognition of the important progress and decisions made on the remaining major sections of the Standard, the Committee decided to retain the draft Codex Standard for Oranges at Step 7, with the understanding that additional comments would not be requested for the time being on the approved sections. This decision was taken so that the Committee would restrict its discussions at its 11th Session to the finalization of the revised text on maturity requirements only (see Item 3(b) below).


Item 3(b)
Draft Section 2.1.3 - Maturity Requirements (Draft Codex Standard for Oranges) (CX/FFV 03/5)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables agreed that a Drafting Group lead by the United Kingdom would prepare a revised version of Section 2.1.3 based on the discussions hold at its present Session and written comments submitted for circulation, comments at Step 6 and further consideration at its next meeting. 

The revised draft Section 2.1.3 – Maturity Requirements is being circulated for comments at Step 6 under CX/FFV 03/5. Comments submitted at Step 6 are summarized in working paper CX/FFV 03/5-Add.1.


Item 3(c)
Draft Codex Standard for Table Grapes (CL 2003/21-FFV & 
ALINORM 03/35-App. VI) 

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables forwarded the proposed draft Codex Standard for Table Grapes to the 26th Session of the Codex Alimentarius Commission for preliminary adoption at Step 5 of the Codex procedure. 

This decision was taken with the understanding that the proposed draft Standard would be discussed at its next meeting on the basis of comments submitted at Step 6 and the proposals of the Drafting Group on Maturity Requirements (Section 2.1.1) and its Annex on Minimum Soluble Solids and Threshold Soluble Solids to determine Maturity in Table Grapes (see Item 4(a) below). 

The 26th Session of the Codex Alimentarius Commission adopted the proposed draft Codex Standard for Table Grapes at Step 5 advancing it to Step 6 for circulation, comments and consideration at the 11th session of the Codex Committee on Fresh Fruits and Vegetables. 

The draft Codex Standard for Table Grapes is being circulated for comments at Step 6 under CL 2003/21-FFV. Comments submitted at Step 6 are summarized in working paper CX/FFV 03/6.

 
Consideration of Proposed Draft Codex Standards 
and Related Texts at Step 4

Item 4(a)
Proposed draft Section 2.1.1 - Maturity Requirements and proposed draft Annex – Minimum Soluble Solids and Threshold Soluble Solids to determine Maturity in Table Grapes (draft Codex Standard for Table Grapes) (CX/FFV 03/7)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables had extensive discussions on minimum requirements related to bunches of grapes and minimum sugar/acid ratio figures. The relationship of this matter to the Annex of the Standard on Minimum Soluble Solids and Threshold Soluble Solids to Determine Maturity in Table Grapes was also considered. The Committee noted that the UN/ECE was examining the measurement of maturity for table grapes. 

In view of the above considerations, the Committee placed the entire Section 2.1.1 and the Annex in square brackets pending the elaboration of a revised Section 2.1.1/Annex for circulation, comments and further consideration at its next Session. In doing so, the Committee agreed to entrust the revision of both Sections to a Drafting Group under the direction of Chile. 

The revised proposed draft Section 2.1.1 on Maturity Requirements and the proposed draft Annex on Minimum Soluble Solids and Threshold Soluble Solids to determine Maturity in Table Grapes are being circulated for comments at Step 3 under CX/FFV 03/7. Comments submitted at Step 3 are summarized in working paper CX/FFV 03/7-Add.1.


Item 4(b)
Proposed draft Codex Standard for Tomatoes (CL 2002/27-FFV & 
ALINORM 03/35-App. VII)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables noted that not many comments had been received in relation to the text which had been aligned with the UN/ECE Standard for Tomatoes and therefore, decided to circulate the document for additional comments at Step 3 and further consideration at its next session. 

The proposed draft Codex Standard for Tomatoes has been circulated for comments at Step 3 under CL 2002/27-FFV (ALINORM 03/35, Report of the 10th Session of the Codex Committee on Fresh Fruits and Vegetables). Comments submitted at Step 3 are summarized in working paper CX/FFV 03/8.


Item 4(c)
Proposed Draft Codex Standard for Apples (CX/FFV 03/9)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables noted that the document under its consideration was a collection of comments submitted on the proposed draft at its previous Session and that the text for consideration had remained unchanged. 

In view of the above, the Committee decided to reconvene the Drafting Group under the direction of the United States of America in order to revise the proposed draft Codex Standard for Apples on the basis of written comments submitted at the previous and present sessions of the Committee, and in consideration of recent developments in the elaboration of the UN/ECE Standard for Apples, for circulation, additional comments at Step 3 and further consideration at its 11th Session 

The proposed draft Codex Standard for Apples is being circulated for comments at Step 3 under CX/FFV 03/9. Comments submitted at Step 3 are summarized in working paper CX/FFV 03/9-Add.1.


Item 4(d)
Proposed Draft Codex Standard for Rambutan (CX/FFV 03/10)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables agreed that Thailand would elaborate a proposed draft Codex Standard for Rambutan for circulation, comments at Step 3 and further consideration at its next Session, subject to approval as new work by the 26th Session of the Codex Alimentarius Commission. As a result of this decision, Rambutan was removed from the Priority List. 

The 26th Session of the Codex Alimentarius Commission approved the elaboration of a proposed draft Codex Standard for Rambutan as new work for the Committee. 

The proposed draft Codex Standard for Rambutan is being circulated for comments at Step 3 under CX/FFV 03/10. Comments submitted at Step 3 are summarized in working paper CX/FFV 03/10-Add.1.


Item 4(e)
Proposed Draft Codex Guidelines for the Quality Control of Fresh Fruits and Vegetables (CL 2003/20-FFV)

The 10th Session of the Codex Committee on Fresh Fruits and Vegetables noted that the text under study had been redrafted to take account of those general documents elaborated by the Codex Committee on Food Import and Export Certification and Inspection Systems and other relevant international organizations involved in the elaboration of texts concerning the quality inspection and certification of fresh fruits and vegetables (i.e. International Organization for Standardization (ISO), Organization for Economic Cooperation and Development (OECD), United Nations Economic Commission for Europe (UN/ECE), etc.) as well as written comments submitted at the last session of the Committee. 

However, in view of the extensive comments received, the Committee decided to return the proposed draft Codex Guidelines to Step 2 for redrafting by Canada on the basis of written comments submitted at the present session. The revised proposed draft Guidelines would be subsequently circulated for comments at Step 3 and further consideration at the next session of the Committee. 

The proposed draft Codex Guidelines for the Quality Control of Fresh Fruits and Vegetables is being circulated for comments at Step 3 under CL 2003/20-FFV. Comments submitted at Step 3 are summarized in working paper CX/FFV 03/11.


Item 5
Proposals for Amendments to the Priority List for the Standardization of Fresh Fruits and Vegetables (CL 2002/27-FFV and ALINORM 03/35-App.VIII)

The Committee may propose the removal and/or inclusion of new produce for future work taking into account the Criteria for the Establishment of Work Priorities (Codex Procedural Manual, 12th Edition, pages 60-61) and the work already done by other international standardization organizations in this field. The new work undertaken shall be approved by the next Session of the Codex Alimentarius Commission or its Executive Committee. 

The Priority List for the Standardization of Fresh Fruits and Vegetables has been circulated for comments under CL 2002/27-FFV (ALINORM 03/35, Report of the 10th Session of the Codex Committee on Fresh Fruits and Vegetables). Comments submitted are summarized in working paper CX/FFV 03/12.


Item 6
Other Business and Future Work

The Committee may propose the inclusion of proposals for future work, subject to the approval of the next Session of the Codex Alimentarius Commission or its Executive Committee.


Item 7
Date and Place of the Next Session

The Committee will be advised of the tentative dates of the next session.


Item 8
Adoption of the Report

The Committee shall adopt the report of its 11th Session, based on a draft provided by the Codex Secretariat.
