Adoption of report |
1. Adoption of the Agenda: In accordance with Rule V.2 of the Commission’s Rules of Procedure, the first item on the Provisional Agenda shall be the Adoption of the Agenda.2. Election of Officers of the Commission and appointment of Regional Coordinators : In accordance with Rules II and III of the Commission’s Rules of Procedure, the Commission is required to elect a Chairperson and three Vice-Chairpersons from among the delegates present. It is also required to appoint Regional Coordinators (ALINORM 01/2: See also the Timetable for Election of Officers below).
3. Report by the Chairperson on the Forty-seventh and Forty-eighth Sessions of the Executive Committee: These reports shall be provided in accordance with Rule III.5 of the Commission’s Rules of Procedure (ALINORM 01/3 and ALINORM 01/4)
4. Report on the financial situation of the Joint FAO/WHO Food Standards Programme for 2000/01 and 2002/03: This is a standing item on the Commission’s Agenda in accordance with Rule XI of the Commission’s Rules of Procedure (ALINORM 01/5).
5. Report by the Secretariat on relations between the Codex Alimentarius Commission and:
a) Other international intergovernmental organizations: The report will include reference to the Cartagena Protocol on Biosafety adopted by the Parties to the Convention on Biological Diversity in January 2000 in Montreal, the report of the OECD on Biotechnology and Other Aspects of Food Safety, and other activities directly related to the work of the Commission (ALINORM 01/8 - Part I).
b) International nongovernmental organizations: In accordance with the Commission’s Principles concerning the Participation of International Non-Governmental Organizations in the Work of the Codex Alimentarius Commission the Secretariat is required to submit a report for consideration by the Commission (ALINORM 01/8 - Part II)6. Consideration of matters arising from FAO and WHO Conferences and Governing Bodies: This paper draws the attention of the Commission to matters arising from the FAO Conference on Food Trade beyond the Year 2000 (Melbourne, October 1999), the 30th Session of FAO Conference (Rome, November 1999) and the 53rd Session of the World Health Assembly (May 2000). The paper will be supplemented with information from sessions of the FAO Council and the WHO Executive Board and World Health Assembly held prior to the Commission session (ALINORM 01/7).
7. Consideration of the Draft Strategic Framework, Proposed Draft Medium-Term Plan 2003-2007 and Chairperson’s Action Plan: This item forms part of the on-going planning of the Commission’s overall programme of work and consideration will be based on drafts prepared at the request of the Executive Committee (ALINORM 01/6).
8. Risk analysis policies of the Codex Alimentarius Commission: The item will complete the work begun at the Commission’s 20th Session (1993) by providing a comprehensive statement of policies in regard to risk analysis. A draft prepared by the Secretariat on the basis of work undertaken by various Codex Committees will be submitted for consideration (ALINORM 01/9).
9. Consideration of proposed amendments to the Procedural Manual of the Codex Alimentarius Commission: The Commission will be invited to consider amendments proposed by the Committee on General Principles to the Rules of Procedure and other matters (ALINORM 01/10).
10. Consideration of Codex standards and related texts: The Commission will be invited to adopt the draft standards and related texts submitted by Codex Committees at Step 8 and Step 5/8 of the normal Procedure and Step 5 of the Accelerated Procedure. The Commission will also be invited to adopt proposed draft standards at Step 5 of the normal Procedure and approve new work submitted at Step 1 (ALINORM 01/21; Parts I, II and III).
11. Matters arising from reports of Codex Committees and Task Forces : Matters raised by Codex Committees and ad hoc Task Forces but not covered by the above Agenda Items will be considered. A special section will highlight the work of Regional Coordinating Committees (ALINORM 01/21, Part IV).
12. Codex Committees and ad hoc Task Forces:
a) Designation of Host Governments:In accordance with Rule IX.10 of the Commission’s Rules of Procedure and established practices, the Commission is required to designate the Member country responsible for appointing the Chairperson of each Codex Committee or ad hoc Intergovernmental Task Force (ALINORM 01/16, Part I).
b) Proposed schedule of Codex Sessions 2002-2003: Sessions of Codex Committees and ad hoc Task Forces are convened by the Directors-General in consultation with the Chairpersons of each subsidiary body in accordance with Rules IX.6 and IX.7 of the Commission’s Rules of Procedure. The Commission will be invited to endorse the Directors’-General proposals.13. Other business: In accordance with Rule V.5 of the Commission’s Rules of Procedure, any Member of the Commission may propose the inclusion of specific items of an urgent nature.
14. Adoption of report: In accordance with Rule VIII.1 of the Commission’s Rules of Procedure and with established practice, the Commission will be invited to adopt the report of its 24th Session based on a draft provided by the Secretariat.
